Javier Pérez Royo (Seville, 1944) is a jurist and full professor of constitutional law at the University of Seville. He studied at the University of Tübingen and at Max Planck Society of Heidelberg. Between 1988 and 1992, he was rector of the University of Seville and President of the Conference of Rectors of Spanish Universities. Along with Manuel Sacristán, he participated in the project to publish the complete works of Marx and Engels. Since 2010, he has denounced the ruling of the Constitutional Court on the Catalan Statute of Autonomy as a coup d’etat and has published various articles in the Catalan media about the legal aspects of the independence process.  In 2007, he received the Blanquerna Award from the Generalitat de Catalunya.
